LICENSED TO KILL: STATE TERROR IN SRI LANKA. Government forces have tortured and killed. Bodies have been mutilated, burned, buried, dumped in rivers and left hanging from trees. The victims have included prisoners awaiting trial, detained suspects, suspects’ relatives, lawyers and witnesses to human rights violations, journalists, opposition politicians and civilians slaughtered in reprisal raids. Emergency laws and regulations have helped provoke systematic human rights violations across Sri Lanka. In the North-East, the war against the Tamil Tigers has witnessed bombing raids on civilian areas. In the South, violent opposition from the armed group, the JVP, has been met by all-out state-sponsored terror. Amnesty International has called upon the Sri Lankan government to repeal all laws and regulations which have given their security forces license to kill.
