For almost twenty years now, 30% to 50% of the national government budget goes to interest payments for debts. There is even a law that gives debt service the highest priority in public spending by providing for automatic appropriations for debt payments. This is a grave injustice in the face of our people's urgent need for basic services such as education, health and housing. The greater injustice is that most of these debts did not benefit our people. These debts include debts of private crony corporations which were guaranteed and assumed by government, debts of projects and projects that have displaced communities and damaged the environment, debts which were contracted through fraud and onerous contracts, and debts wasted through corruption. These are illegitimate debts from which creditors, corrupt officials and crony corporations have made money while our people are being made to pay not only through their taxes but also with their lives. We should not pay for what we don't owe. Stop payments to illegitimate debts! Scrap the automatic appropriations law!
